They were funded by the government to "spy on enemies and learn the interest of the main populace". Agents who are caught telling others confidential information can possibly face the death penalty. But there isn't a penalty for looking at information when ever you like... There are thousands of members and who knows, maybe you're loved ones are watching in the shadows too...
AGENT 1# She is very secretive, barely sharing any info about herself unless it is needed or she absolutely has to. She will usually always put the mission before her own desires and feelings, but, and she hates to admit this, she will save her partner's behinds at times. She will use the cover-up(that is shown on her mouth, but in the way I portray her she has it around her neck) when arresting someone by putting it over their mouth as a way of saying "You have the right to be silent" She is very professional and rarely messes up, but if she does, then she will never forgive herself. She has information about everyone, as she has easy access to it, though not "everything" could be written down in those folders, despite the fact that agents are always reporting in. She can have no mercy and can be very brutal, even heartless at times. Around her partners(And possible friends and other loved ones) she acts sort of motherly, sometimes scolding them and can, and will act like an enraged mother bear if they happen to be in danger. She is also very calm most of the time. She is a leader and is very loyal to the government.
